Internationally Educated Nursing Graduates interested in taking the examination in a language other than Hebrew, are requested to present a proof of Hebrew proficiency as a condition for registering in the Nursing Registry.
General information
Internationally educated nursing graduates may take the Israel Nursing Board Licensure Examination in one of the following languages: Arabic, English, Russian, French or Spanish.
However, those who take the examination in a language other than Hebrew, proof of Hebrew language proficiency must be presented as a condition for registering in the Nursing Registry to receive a permanent certificate.
Ways of proving Hebrew proficiency
You must meet one of the following conditions:
- Participation in an initial Hebrew Intensive School (Ulpan) given or supervised by the Ministry of Education (at level Gimel at least) and passing the exam with a grade of 70 and above.
- Participation in an advanced Hebrew course of the Ministry of Aliyah and Integration in collaboration with the Ministry of Education and passing the exam with a grade of 65 and above.
- Participation in an advanced Hebrew course as part of licensure preparation course and passing the exam in a grade of 65 and above.
- Participation in a medical Hebrew course (at level Gimel at least) pre-Aliyah and passing the exam with a grade of 70 and above.
- Passing a YAEL or YAELNET exam with a grade of 65 and above.
- Passing a Hebrew proficiency test by the Ministry of Education with a grade of 65 and above.

Dates and submission
- Proof of Hebrew proficiency may be submitted up to 3 years from the date of the Israel Nursing Board licensure examination.
- Proof of Hebrew proficiency may be submitted even prior to the examination date.
- After 3 years, if no proof of proficiency has been presented, you will be required to retake the Israel Nursing Board Licensure Examination, due to the retention period.
Medical Hebrew ulpan
Pre-aliyah medical Hebrew ulpan programs (Level Gimel and above) run by the Ministry of Aliyah and Integration and the Ministry of Education.
