
If you completed your nursing education abroad, you may register in Israel's Register of Licensed Nursing Professionals and work in Israel after your professional status has been evaluated by the Nursing Division of the Ministry of Health and you have successfully passed the state licensure examination.
If you worked as a clinical nurse specialist abroad, you may apply to the Nursing Division for professional evaluation of your qualifications, provided that it is one of the specialty fields currently recognized in Israel and that you are registered in Israel's Register of Licensed Nursing Professionals.
To be recognized by the Nursing Division of the Ministry of Health, you must meet the applicable requirements and submit the required documentation as detailed on the website.
Graduates of nursing programs abroad may take the state licensure examination in one of the following languages: Hebrew, Arabic, English, Russian, French, or Spanish. Please make sure to select your preferred examination language carefully during registration, as it cannot be changed once it has been assigned.
In addition, if you choose to take the examination in a language other than Hebrew, you will be required to provide proof of Hebrew language proficiency as a condition for registration in the Register of Licensed Nursing Professionals.
If you immigrated to Israel less than five years ago, you are automatically entitled to additional examination time and do not need to submit a request. Please note that the approval for additional time will be indicated in your examination invitation letter.
Proof of Hebrew language proficiency is required in order to register in Israel's Register of Licensed Nursing Professionals. Without proof of Hebrew language proficiency, you may receive only a temporary permit to work in all nursing practice settings in Israel, provided that you have successfully passed the state licensure examination. Proof of Hebrew language proficiency must be submitted within three years of the licensure examination date. If proof of Hebrew language proficiency has not been submitted within three years, you will be required to retake the state nursing licensure examination.

Important note: A passing examination score remains valid for three years from the examination date. During this period, you must provide an immigrant certificate (Teudat Oleh) to the Certification Department of the Nursing Division at the Ministry of Health in order to receive either a temporary permit or a permanent license to practice nursing.
The Orientation Learning Module is intended for registered nurses whose educational program has been recognized by the Nursing Division.
Its purpose is to help participants address knowledge gaps related to Israel's healthcare system and the laws, regulations, and professional guidelines applicable to nursing practice in Israel.
The module is delivered online and may be completed independently on a personal computer in one of six languages: Hebrew, Arabic, English, Russian, French, or Spanish.

The application for professional recognition may be submitted from your country of origin. Registered nurses whose documents have been reviewed and who have received approval confirming that their qualifications meet the requirements for recognition in Israel may complete the online Orientation Module.
It is also recommended to begin studying and improving your Hebrew language skills before immigrating, as proof of Hebrew language proficiency is required in order to obtain a permanent license and register in Israel's Register of Licensed Nursing Professionals.
The "Mitḥadshim" Project, operated by the Nursing Division in collaboration with the Ministry of Aliyah and Integration, is designed to support the integration of new immigrant nursing practitioners who wish to immigrate to Israel and continue practicing the nursing profession they acquired abroad.
New immigrants that participate in the project receive personal guidance and a preparatory course for the state licensure examination.
