Note that as of September 1, 2022, verification is online only:
1. A digital signature from an Israeli certified notary public must appear on the required documents. For your convenience, here is a link to the Certified Notary Registry of the Ministry of Justice.
2. Scan and upload all documents to the Healthcare Professionals Portal for verification by the Nursing Division.
As of the specified date, you no longer need to submit the documents by registered mail to the Nursing Division.

To secure your place in a State Nursing Board Licensure Examination for registered nurses, check you satisfy all requirements, and start your verification process ahead of time.
Enrollment for the Spring 2025 Licensure Examination
Internationally educated nurses who want to enroll for the State Nursing Board Licensure Examination for Registered Nurse License administered in spring, 7-9.4.2025, must satisfy the requirements below. You cannot proceed to the next requirement without completing the current one by the given deadline.
- Submit an application: The deadline for submitting all documents or adding requested documents by the Nursing Division for verification purposes (for internationally educated nursing graduates) is 15.12.2024.
Any application submitted after this date will be processed in accordance with the time specified in the service agreement. - Deadline for completing the online course: complete and pass the course Transition-to-Practice Program for Israeli-licensed Nurses, once your credentials are verified (for internationally educated nursing graduates).
- Enroll for the licensure exam (if you qualify): The deadline for enrollment is 7.3.2025.
File an appeal by 5.6.2025
Only examinees with a score of 58 or 59 may file an appeal. It is possible to file for an appeal up to two weeks from the day the scores are released. The appeal procedure is in accordance with the Appeal Procedure (Hebrew) for the Israel State Nursing Board Licensure Examination.
NOTE
If you fail to meet the deadlines, you will not be allowed to enroll for the April 2025 Licensure Examination.
Enrollment for the Autumn 2025 Licensure Examination
Internationally educated nurses who want to enroll for the State Nursing Board Licensure Examination for Registered Nurse License administered in autumn, 15-18.9.2025, must satisfy the requirements below. You cannot proceed to the next requirement without completing the current one by the given deadline.
- Submit an application: The deadline for submitting all documents or adding requested documents by the Nursing Division for verification purposes (for internationally educated nursing graduates) is 12.6.2025.
Any application submitted after this date will be processed in accordance with the times specified in the service agreement. - Complete and pass the course Transition-to-Practice Program for Israeli-licensed Nurses, once your credentials are verified (for internationally educated nursing graduates).
- Enroll for the licensure exam (if you qualify): The deadline for enrollment is 15.8.2025.
File an appeal by 10.11.2025
Only examinees with a score of 58 or 59 may file an appeal. It is possible to file for an appeal up to two weeks from the day the scores are released. The appeal procedure is in accordance with the Appeal Procedure (Hebrew) for the State Nursing Board Licensure Examination.

Enrollment
The enrollment for the licensure examination is via the Healthcare Professionals Portal.
As of September 2017, eligible exam candidates will receive:
- Username and link to the portal via email,
- First time password via a text message (SMS);
log in to the Portal to enroll; see instruction below.
Internationally educated nurses found eligible to take the exam prior to June 2017 and did not sit for the exam in 2017 or 2018 must contact the Ministry of Health Hotline (at *5400) and ask for a username and a password. Double check with the Hotline that the email address and mobile telephone number on record are updated. The username and password will be sent within 24 hours.
Temporary residents: Enroll for the exam if your residence permit is valid on the day of the exam and is found on the Nursing Division's system. In order to update the system, send a photocopy of your I.D. card to siud.test@moh.gov.il.
Candidates who do not have an Israeli I.D. card (passport holders) cannot receive service via the Portal. Contact the Department of Nursing Licensure Exams at siud.test@moh.gov.il or the Ministry of Health Hotline (at *5400) and ask how to enroll.
Retesting
There is no additional requirement for retesting. You are responsible for informing the Nursing Division of any change to your health status or criminal record. Information on how to enroll for retaking a Licensure Examination.
Enrollment for the Licensure Examination via the Portal
First time candidates should do as follows:
- Sign in to the portal
- Fill out a health declaration and a criminal record report
- Pay the Licensure Examination fee
- Enroll to an examination and select the language of the Exam
- Request extra testing time, if you need to
- Wait for the Licensure Examination Notice
1. Signing in to the Portal
At first, sign in with the password you have been given. Replace the password with your own password. Use the username and password to log in to the Portal.
Note
- It is your responsibility to keep the Nursing Division updated if there is any change to your contact information by calling the Ministry of Health Hotline (at *5400).
- People with a mobile phone with text messaging (SMS) disabled must provide a mobile telephone number of a close person who has text messages enabled, so that they can enroll, and get the Exam Notice, and the scores.
- For any technical problem, contact the Ministry of Health Hotline (at *5400).
2. Health declaration and criminal record report
Fill out the following forms according to the instructions in the Portal:
- Fill out the forms
- Print out the forms
- Scan them and upload them to the Portal
- Upload your most current personal image, which clearly shows the neck and head
You cannot enroll for the examination, if you do not fill out and submit the health declaration and criminal record report.
For your information, the Nursing Division contacts the Israeli Police to disclose your criminal record.
3. Payment
Before enrolling to the Exam, you must pay the Licensure Examination fee. Make a payment over the Postal Bank or make a money transfer to the Health Ministry account. The account information: The Postal Bank, Branch no. 001, Jerusalem, Account no. 0- 025961.
The fee is 387 NIS.
After making the payment, scan or photocopy the proof of payment and keep it to enroll to the Exam via the Portal.
Note
Do not make a payment, if you do not have a confirmation that you are eligible to take the Examination. Without confirmation, you will not be allowed to sit for the Examination, even if you paid.
4. Enrollment for the examination
Examination enrollment via the Portal must be completed up to a month prior to exam date. The Portal closes for enrollment after this date.
- Select the exam date and language (Hebrew, Arabic, English, Russian, French, or Spanish). Mind your selection of language, because once it is set, it cannot be changed.
- In order to finalize enrollment, upload the proof of payment.
- Those eligible for extra testing time should upload the relevant documents.
- Once enrollment is completed, a text message (SMS) from the Nursing Division will be sent to you.
5. Requesting extra testing time
Immigrants and temporary residents who have been living in Israel for less than five years will automatically receive extra testing time and are not required to submit a request, according to the Extra Testing Time Regulation. The Licensure Examination Notice specifies whether extra testing time is granted.
6. Licensure Examination Notice
Bring the Notice to the Examination.
You will be able to download the Notice from the portal two weeks prior to Examination date.
The Notice contains information on the examination: location, date, and time, your candidate identification number, the hall where the Examination is administered, and how much extra time is granted to you, if at all. Print out a copy and bring it to the Exam.
