Apply to Evaluate Credentials and Licenses of Practical Nurses Educated and Licensed Outside of Israel
For practical nurses who are immigrants or internationally educated practical nurses

Are you an internationally educated nurse?
Note that as of September 1, 2022, verification is online only:
1. The relevant documents must bear a digital signature from a certified notary in Israel. For your convenience, here is a link to the Certified Notary Registry of the Ministry of Justice.
2. You must scan and upload all document to the Healthcare Professionals Portal for verification by the Nursing Division.
As of the above-mentioned date, you do not have to post the documents by registered mail to the Nursing Division.do not send paper documents via post.
To be able to practice as a nurse in Israel, you must get the endorsement of the Nursing Division and your credential and license privileges must be listed on the Israeli Nursing Licensure Registry (Hebrew).
This is according to Public Health Protection Regulations (Nursing Staff in Clinics) 1981, and Public Health Protection Regulations (Nursing Practitioners in Hospitals) 1988 (Hebrew).
Prerequisites for Credential Evaluation in Israel for Internationally Educated Nurses
To evaluate your credentials to be allowed to practice as a nurse in Israel, these prerequisites must be met:
- You are a citizen or resident of Israel
- Your level of Hebrew is adequate
- You have no criminal record
- Your health condition is acceptable

The credential evaluation aims to keep the high level of professional quality of nursing practice in Israel.
Information on the prerequisites and required documents for an application for credential evaluation - Enroll to the State Nursing Board Licensure Examination
After you nurse credentials are endorsed by the Nursing Division, you will receive a notice to take the State Nursing Board Licensure Examination for practical nurses. Enroll via the Healthcare Professionals Portal. You can select one of the 6 available examination languages: Hebrew, Arabic, English, Russian, French, or Spanish.

If you have taken the Israel State Nursing Board Licensure Examination in a language other than Hebrew, you will have to prove you know Hebrew language in order to receive a temporary work license and be added to the Nursing Licensure Registry. You can submit proof of Hebrew proficiency up to three years from the day of the State Nursing Board Licensure Examination. Proof of basic knowledge of the Hebrew language can be provided in several ways.
How to prove Hebrew proficiency. Please note: If you fail to prove Hebrew proficiency within three years, you will have to retake the State Nursing Board Licensure Examination. - Issuance of a temporary license
After passing the Israel State Nursing Board Licensure Examination and proving your proficiency of Hebrew, you will be required to pay a fee for a temporary license and then you can start practicing as a nurse. The temporary license is valid for 18 months (for citizens only), during which you must work full-time as a nurse under supervision in the Israeli Healthcare System for at least 12 months.

At the end of a full year of work with a temporary license, you will be asked to send the Nursing Division reference letters from the head nurse and the director of nursing at the facility where you worked. These references will form the basis for the Nursing Division decision whether to issue a permanent license.
