The Program for Integrating Immigrant Registered Nurses
The Nursing Division, in cooperation with the Ministry of Immigration and Integration, manages the Mitchadeshim project, aimed at the integration of recently immigrated internationally educated nurses.
Overview
- Availability: the introductory courses, under the supervision of the Ministry of Health, can be given all over the country but are opened where there are many immigrants (olim), taking into consideration the proximity of a nursing school.

- Accessibility: you can take the Israel Nursing Board Licensure Examinations in one of five available languages; information is also provided in several languages and online.
- Flexibility: integration time is up to you. You can choose to submit the documents for credential evaluation and learn Hebrew before or after immigrating to Israel, study a preparatory course for the Israel State Nursing Board Licensure Examination, or take the examination without it; you can take the examination in Hebrew or an available foreign language, and later on prove your Hebrew language proficiency. Any choice will affect the duration of the integration process until you are licensed to work in Israel as a nurse.
- Efficiency: program participants will offered a newly structured professional integration course, which takes six months and includes an introductory course and preparation for the State Nursing Board Licensure Examination.
- Support: throughout the whole integration process, you will receive personal and professional support from the Nursing Division and the Immigration and Integration Ministry.
Stages
Prior to immigration
You can start with the integration process already in your country of origin.
- Nursing credential evaluation: apply to evaluation your nursing credentials from your country of origin. Prepare the required documents and send them to the Nursing Division, as specified on this website.
- Knowledge Supplementation Program for Registered Nurses in Israel: an online course which be completed in your free time, at your own pace and on your own, in one of the 6 languages of your choice. The courseware is designed to fill in the gaps in professional topics unique to Israel, related to the functioning of a registered nurse in Israel and it is mandatory to pass it in order to be eligible to take the Israel State Nursing Board Licensure Examination.
- Hebrew proficiency: proof of knowledge of Hebrew is a prerequisite to be added to the Nursing Licensure Registry in Israel. Learning Hebrew at a basic level, even before immigrating (or making Aliyah), will make integration process easier for you.
Preparatory course for the licensure examination
The Ministry of Health in cooperation with the Ministry of Immigration and Integration offers preparatory courses intended for immigrants: registered nurses, whose credentials are endorsed by the Nursing Division. The preparatory courses comprise of a Hebrew language course, and professional trainings:
- Hebrew language studies are part of the preparatory course, and are the given by the Ministry of Immigration and Integration and the Ministry of Education.
- The Nursing Division determines the preparatory course curriculum, and the course can be taken in accredited nursing institutions. The program is offered twice a year nationwide (pending a minimum number of participants).
- The course is paid for by the Ministry of Immigration and Integration. The course participants receive a stipend, and partial funding of travel expenses, according to level of eligibility, for the whole time they are studying.
- During the course, there are tutors that can help with the studies, and study material is provided in the native language, according to the needs.
- Participants, who pass the preparatory course, meet all the requirements and receive a weighted final score of 70 or higher (reflecting all of their achievements), will get up to 10 points more to their score in the State Nursing Board Licensure Examination.

Alternative examination for integrating immigrants
Government Resolution No. 564 from November 22, 2020 in the matter of removing immigrant ('olim') healthcare employment obstacles in Israel makes it possible for the Nursing Division to offer an alternative to the written State Licensing Nursing Board Licensure Examination in December 2021.
This alternative examination (at the immigrant’s discretion) can be taken instead of the written State Licensing Nursing Board Licensure Examination administered in April 2021 and September 2021.
An Alternative State Licensing Nursing Board Licensure Examination is intended for those who meet all of the following requisites:
- New immigrant status according to the criteria of the Ministry of Immigration and Integration.
- Registered nursing credentials have been endorsed by the Nursing Division of the Ministry of Health.
- The eligibility to take the State Licensing Nursing Board Licensure Examination is valid for the day of the examination.
- Official proofs of nursing practice have been submitted for at least 5 consecutive years in the last decade, in one of the accredited medical centers outside of Israel.
