Please note, effective September 1st, 2022, the evaluation process is digital:
- All documents submitted for verification must have a digital signature of a notary licensed in Israel. For your convenience, here is a link to the licensed notary registry on the webpage of the Division for Professional Regulation, Ministry of Justice.
- To upload documents to the Portal, scan them directly into the portal.
As of the afore-mentioned date, the Nursing Division will not accept documents sent over snail mail.
Are you an internationally educated nurse interested in getting a license to work in Israel?
Would you like to secure your place at a certain time of the state licensure examination? This is how to do so.
Those interested in taking a Practical Nurse State Licensure Examination on 16.12.2024 are required to complete the registration and enrollment.
Without completing each step by the specified date, you cannot proceed to the next step.
- Submit your application for professional credentials evaluation (for internationally educated nurses) to the Nursing Division by 19.9.2024.
Any requests or submissions received after this date will be processed in accordance with the service agreement.
- Enroll to the state nursing licensure examination. The enrollment deadline for those found eligible to sit for the exam is 16.11.2024.
- The day of appeal is 17.2.2025. If your exam score is 58 or 59, you can submit a notice of appeal. You can request an appeal within two weeks from the date the score is published. The appeal procedure is described on the licensure exam score appeal procedure webpage.
NOTE: if stages 1 and 2 are not completed by the times specified, it will not be possible to enroll to the December 2024 exam.
Registration Process
As of September 2017, those eligible to sit for the exam will receive:
- An email with the username and a link to the portal.
- Text message (SMS) with a password.
You must login to the portal according to the instructions below:
Internationally educated nurses who had been found eligible to sit for the exam before June 2017, but were not tested in 2017-8 can contact the Ministry of Health Hotline at *5400 to get a username and password. You must have your email and mobile phone number updated (via Hotline). The username and password will be sent within 24 hours.
Temporary residents
If you have a temporary resident permit, you can register to the exam only if your residence permit does not expire on the day of the exam and is updated on the Nursing Division system. To have the system updated, email a copy of a valid I.D. card to:

Candidates without an Israeli I.D. card (for example, passport holders) will not be able to sign in to the portal. Contact the Department of Nursing Licensure Exams at siud.test@moh.gov.il, or the Ministry of Health Hotline at *5400 for instructions.
Registration for Retesting
If you register for a retest, there is no need to fill out additional forms. It is the candidate's responsibility to inform the Nursing Division of any change in the health declaration or criminal record.

Exam Enrollment through the Healthcare Professionals Portal
If this is the first time you sit for an exam, follow these instructions:
- Sign in to the portal
- Fill out a health declaration and submit your criminal record report
- Pay the fees
- Enroll to a certain date of an exam with the appropriate language
- Request extra testing time, if necessary
- Wait for the licensure examination notice
- Sign in to the portal
When you sign in, the temporary password must be replaced with a personal password.
The username and password will be used for all your future logins to the portal.
NOTICE: It is your responsibility to send an update to the Nursing if your contact information changes – call the Ministry of Health Hotline at 5400*.
If your mobile phone has text messages (SMS) disabled, provide a mobile phone number of a close person with text messages (SMS) enabled so that you will be able to complete enrollment, get the licensure exam notice, and your exam score.

- Health declaration and criminal record report
You must submit the following documents according to the instructions on the portal:
Fill out the declaration.
Print the declaration form.
Sign the printed declaration.
Scan the signed declaration and upload it to the portal.
Upload a recently scanned or photographed passport, which must include a clear image of head and neck.
Filling out the declaration is a condition for registering to the exam.
FYI – the Nursing Division will ask the Israeli Police for your criminal record report.
- Payment
Before enrolling, you must pay the licensure examination fee and licensing fee. The payment must be transferred through the Postal Bank or by money transfer to the Ministry of Health account:

The fee is NIS 285.
Scan or photocopy the proof of payment and keep it for enrollment.
NOTE: Do not pay if you have not received confirmation of eligibility to sit for the exam; you will not be allowed to sit for exam, even if you have made a payment.
- Exam enrollment
You must complete enrollment on the portal no later than one month before the exam date. After this time, the portal will be closed for enrollment.
Select the exam date and language (Hebrew, Arabic, English, Russian, French, and Spanish).
Please note that the language selected cannot be changed once it is set.
In order to complete the enrollment process, upload the proof of payment.
If you are eligible for extra testing time, upload the relevant documents when you enroll.
Completion of enrollment – a text message (SMS) from the Nursing Division will be sent confirming process completion.
- Extra testing time
Immigrants or temporary residents living in Israel less than five years automatically receive extra testing time, according to the extra testing time protocol of the Nursing Division. The confirmation of extra testing time can be found on the licensure examination notice.
- Licensure examination notice
Arrive to the exam hall with a printed licensure examination notice.
You will be able to print the notice found on the portal two weeks before the exam date.
The notice contains information about the exam: location, date, and time, candidate identification number, exam hall name and confirmation of extra testing time (if eligible). Print out the notice and bring it to the exam.
