A scholarship as a standing loan on behalf of the Ministry of Health
The Ministry of Health grants scholarships as a standing loan for tuition fees for students attending academic programs at universities and colleges in two tracks: the bachelor’s degree nursing track, and the university graduates retraining program for bachelor’s degree in nursing. The scholarships are awarded as a standing loan amounting to fifty percent of the tuition fee.
The amount of a scholarship as a standing loan includes:
- 50% of the tuition fee as determined by The Planning and Budgeting Committee of the Council for Higher Education in the fiscal year
- 25% cost of overhead determined by the Council for Higher Education’s report defining the top overhead costs paid to academic institutions
Please note,
- You should deliver the signed commitment agreement and a promissory note to the Nursing Division according to the specified schedule.
- If you received a scholarship for your studies as part of the university graduates retraining program in the past, and you stopped your studies, or the studies were stopped, you are eligible to apply for a scholarship as a standing loan once more, on the condition that you have paid for your former studies in the program, and that you are a full time student.
- The scholarship as a standing loan does not apply to registration fees, registration exam, and registration certificate.

About the 2024-2025 program
New! A scholarship on behalf of Mifal Hapais in two tracks, with a limited number of entries:
Track 1
- You have started your studies in the nursing program (first year) in 2024-2025 in the University Graduates Retraining Program in the complete program.
- You applied for a scholarship as a standing loan on behalf of the Ministry of Health and are eligible to receive it.
- You performed 60 hours of volunteer work in healthcare locations during 2023-2024, approved by the nursing program (information on volunteering locations will be given by the program).
- The nursing program approved your scholarship.
If you have met all the conditions listed, you will be eligible to apply for a scholarship on behalf of Mifal Hapais.
Track 2
- You have started your studies in the nursing program (first year) in 2023-2024 in the University Graduates Retraining Program complete program.
- You performed 60 hours of volunteer work in healthcare locations during 2024-2025, approved by the nursing program (information on volunteering locations will be provided by the program).
- The nursing program approved your scholarship.
