How to enroll to a state licensure examination for domestically educated nurses
The enrollment process starts when the educational institution you graduated from sends the Nursing Division of the Ministry of Health the transcripts attesting to a successful completion of the core nursing program curriculum as well as your overall score. Once the transcripts have been validated, you will receive a text message (SMS) informing you that you are eligible to sit for the state licensure examination. You can then enroll to the state licensure examination over the Healthcare Professionals Portal (Hebrew).
Once the Nursing Division has found you eligible to sit for the examination, you will need to sign in to the Healthcare Professionals Portal:
After you sign in to the Portal, you will be asked to change your first password with your own password.
Use your username and password every time you login to the Portal.
You need to fill out the forms below following the guidelines found on the Healthcare Professionals Portal:
Scan these forms once filled or take a photo of them, and upload to the Portal.
These forms are mandatory in order to be authorized to enroll to the examination.
For your information, the Nursing Division contacts Israel Police to disclose your criminal record.
Before enrollment, pay the licensure examination fee and the licensing fee.
You can make a payment over the Postal Bank, or by money transfer.

The fees are specified on the Healthcare Professionals Portal.
After you pay, scan or take a photo of the proof of payment. Keep it in order to continue the enrollment process in the Portal.
Note: Do not pay the fees if you have not been authorized to sit for the examination. Without a licensure examination notice, you will not be allowed to sit for the exam, even if you have already paid.
If a candidate pays for the state licensure examination but cannot attend due to illness, they must email a doctor's note to the Department of Nursing Licensure Exams within two days of the exam date. Candidates who submit the note on time will be exempt from paying the fee for their next exam.
Candidates who paid but did not attend the exam and failed to submit a doctor's note within two days of the exam date will not be exempt from paying the fee again for their next exam.
Candidates who notify the department by email before the exam that they will not sit for the exam will be exempt from the fee for their next exam.
The fee covers the cost of the official government-issued certificate sent to those who pass the exam.
If you do not pass the exam, you may request a refund or retake the exam later without incurring additional charges.
Note: The fees are currently being updated as part of a regulatory process.
Complete enrollment within one month before the examination date through the Healthcare Professionals Portal. The Portal will block enrollment after this time.
Bring the notice to the examination.
You can have the licensure examination notice issued via the Healthcare Professionals Portal two weeks before the examination date.
The notice contains all of the information about the examination: the location, date, and time, your candidate number, the hall where the examination will take place, and your extra testing time eligibility. You need to print out this notice and bring it to the examination.
To be allowed to sit for the state licensure examination, print out the notice and bring it with you to the examination. This notice can be issued through the Portal about two weeks before the day of the examination. Once the notice is posted on the Portal, you will receive a text message (SMS) that the notice can be found on the Portal.
